MVNO Activations · Preventative Anti-Fraud · AIE

Activation state you can act on.

The Activation Integrity Engine (AIE) is the telecommunications Deterministic State Engine (DSE). It combines activation, attach, porting, provisioning, device and risk signals into explicit operating state for mobile virtual network operators (MVNOs). Suspicious or contradictory combinations route to review before downstream action.

Deterministic activation control.

AIE models activation readiness and post-activation integrity through deterministic state vectors, precedence, correction queues, preventative risk review and an operator-facing network operations center (NOC) shell.

Activation state

Canonical MVNO activation state is computed from declared operating inputs.

Preventative anti-fraud

Risk, device, ledger and activation signals resolve to FRAUD_RISK_REVIEW before downstream action, giving operators a deterministic intervention point.

Integrity queue

Attach, port, feature and device failures are routed into deterministic correction priorities.

Correction evidence

Resolution steps require explicit outcomes rather than freeform completion claims.

Prevention

Root-cause state feeds upstream correction instead of becoming recurring support noise.

Software History

How the engine evolved.

Architecture changed as the operating boundary became clearer. Earlier generations remain part of the evidence trail rather than being rewritten as if the current implementation appeared fully formed.

V1 BASELINE

A deterministic classification engine was frozen as the reference implementation.

The V1 record describes a completed large-scale subscriber simulation and deterministic classification output. Rather than continue adding features to the same branch, V1 was frozen as a stable reference so the next generation could change architecture without erasing the baseline.

MARCH 2026

V2 expanded from classification into an operational NOC runtime.

The V2 schema added immutable configuration, run receipts and manifests, canonical line/SIM/device entities, source-of-truth snapshots, deterministic state and risk, task queues, checklists, corrections, root-cause records, API and operator surfaces, verification, failure modes and exports.

JULY–AUGUST 2026

AIE became its own field-engine body under DSE.

The engine was separated into a standalone AIE body while remaining a DSE field implementation. Nucleo work then recovered carrier operating knowledge, telecom signal registries, activation flows, time-alignment rules and operator-origin lineage into the engine’s current control model.

CURRENT

The control core is deliberately non-probabilistic.

AIE’s authoritative path moves from event intake through normalization, state, deterministic rule evaluation, risk and priority, queueing, checklist or correction, root-cause classification and recurrence prevention. Optional AI may assist around the system while the deterministic activation-state core remains authoritative.

Current Evidence

12 test modes

Vacuum, semi-canon, full-canon, hostile input, deterministic core, billing, activation, operator friction, load, recovery, succession and economic impact.

12 golden cases

Mandatory activation scenarios include no-attach, port failures, feature misalignment, fraud review, IMEI mismatch and functional failure.

Load gates

Acceptance matrix defines 10k, 100k and 1M-line modes without representing unexecuted tiers as production results.

MVNO Activation & Preventative Anti-Fraud

Three twenty-million evaluation runs. Deterministic testing continues to pass.

The latest run completed 80 bounded cycles of a fixed 250,000-case synthetic MVNO activation corpus on Blackwell infrastructure. Activation, attach, port, feature, device, ledger and risk inputs resolved into stable operating states, with the complete run sealed for independent verification.

Operating Assurance

Stable decisions through sustained volume.

Deterministic testing continues to pass. In the latest run, all 80 cycles retained identical input and output commitments across twenty million activation evaluations.

Preventative Anti-Fraud

Route risk before activation becomes exposure.

AIE placed 198,880 evaluations into explicit fraud-risk review alongside attach, port, device and feature exceptions, giving operators a deterministic intervention point before downstream action.

Verifiable Delivery

Product proof that travels with the result.

Blackbox Systems binds all 883 source files from the latest run to SHA-256 commitments, signed receipts and a detached release manifest for independent customer and diligence review.

Network-Centric Operations

Web, audio and activation signals converge.

The Network-Centric Operations (NCO) sequence joins Pulse web signals and audio anomaly detection with Trident Noir evidence controls, creating an auditable path from detection through review and receipt.
